Top Secret vs Oversight

I am a strong supporter of both the police and journalists, but reporters cannot do their job if they are expected to also be agents for the police. I can see police investigating journalists if they are suspected of wrong-doing, but spying on them to uncover sources or to investigate others' wrong-doings, is beyond acceptable.
With very few exceptions (such as in the case of child abuse), there are no Canadian laws* rewiring people to report criminal activity. Journalists who conceal sources or refuse to cooperate with law enforcement investigations are doing nothing illegal. (Remember the right to remain silent?)
Although both law enforcement officials and journalists are often seekers of justice, their roles are vastly different. Police do not issue public reports and commentary on their investigations and journalists don't arrest people.
The major role of investigative journalism is to protect rights and freedoms and ensure the accountability of those in power. It cannot fulfill that role if reporters are being spied on by the police.
The very deep problem with these case in Quebec, is that if people are not sure they can be an anonymous source of information about wrong-doing, if it becomes standard practice for police to spy on journalists thereby putting sources in danger of retribution or legal confrontation, information will dry up. We will never again learn about things like Duffy's expenses, the Sponsorship scandal, Premier Redford's palace or... Trump's great respect of women.
They say absolute power corrupts absolutely. With no media oversight, positions of political power, judicial power, law enforcement power, the power of the wealthy and of organized crime will go unchecked.
In my latest novel, OPERATION MAXTRACKER, my young protagonist raises the issue of what happens to a person's or an organization's moral integrity when there's no media oversight.
Katrina's top secret project is going to put enormous power into someone's hands--and there's nobody out there monitoring its use.

When I wrote the first novel in my BackTracker series, I had no intention of following it up with eight more novels. But if I had intended to write a lengthy series, I couldn't have chosen a more apt subject--drug-dealing biker gangs.
They just won't go away, either in real life or in the BackTracker series. They are rich, powerful, and often beyond the reach of the law. (See my post, Getting away with murder )
They run the illicit drug trade around the world, as well as control the lucrative businesses of human trafficking, prostitution and illegal arms dealing.
My fictional biker gang, The Traz, was brought down in a massive undercover police operation in Books I and 2 of the series (THE TRAZ and FATAL ERROR). However, they are still around in my upcoming Book 4, OPERATION MAXTRACKER.

International Crime spotlighted in SHADOW RIDERS
Whose jurisdiction is it, anyways?
Off-shore, international, across borders, in the skies--criminals seek to take advantage of murky jurisdictional laws governing global crimes. International (and national) laws have not kept pace with transportation, communication, and electronic technologies that makes international crimes easy...and extremely profitable.
Prosecutors cannot win cases against criminals if the prosecuting country doesn't have jurisdictional authority to try such cases. On which side of the border did the crime originate? On which side did it take place? The citizens of which country were the victims of the crime? The laws of which country were broken...by whom, and where?
It's actually a wonder that we are able to successfully prosecute international crimes. That we often do, says a lot of good things about the cooperation between law enforcement agencies from different countries...and the intricate knowledge they all must have about each others' laws and jurisdictional boundaries.
Canada's laws regarding the prosecution of international crime plays an important role in SHADOW RIDERS. The drug-smuggling gangsters are held accountable in their native land rather than in South Korea, where they were attempting to get a foothold in the illicit drug market.
I did a lot of research to see how such international police operations pan out before the courts. I believe Allison, my hapless heroine, was very lucky indeed to be allowed to face her criminal charges in Canada. Under the rarely-used general extraterritorial jurisdiction section of Canada's Criminal Code, jurisdictional privilege can be claimed if fraudulent Canadian Passports were used to facilitate the crime and/or if the crime/s took place across several borders.
Tudor, Allie's kindly lawyer notes, however, that Canada has a history of willingly letting the country with the heftiest penalties take over the prosecution of international cases.
All the legalese aside, the real drama in SHADOW RIDERS is exploring why women such as Allison Montgomery choose to stay in violent domestic relationships. Exactly what mental and emotional processes convince her to risk her soul, her freedom, her life in order to remain loyal to her abuser?
